In 2024, national authorities responded directly to complaints from overseas travelers who had been turned away for exactly this reason (State Council of China).
That sounds straightforward. Real life is a little messier.
Some hotels, especially small local properties, still choose not to take foreign passport holders. So the old idea that “foreigners can only stay in special hotels” is outdated, but that does not mean every small hotel in China will actually check you in.
That is why we recommend checking the hotel’s guest policy rather than trying to work out whether a property has some special “foreigner license.” When choosing hotels in China for foreigners, the practical question is whether the property can actually check in and register a foreign passport.
Why Do Some Small Hotels Still Not Accept Foreign Guests?
Usually, the problem is operational rather than legal.
Hotels need to record foreign guests’ passport and accommodation information. For a large hotel that handles international travelers every day, this is routine. For a small local hotel, it can involve more work.
Many hotel management and check-in systems in China are built mainly around Chinese ID cards. Handling a foreign passport may require an extra system module, a different workflow, or manual registration and reporting. Some small properties simply decide they do not want to deal with it.
The reasons can be very ordinary:
- their system is not set up to handle foreign passports easily;
- staff do not know the foreign-guest registration process;
- the hotel does not want to do manual registration or reporting;
- the property rarely receives international guests;
- staff are worried about communicating in English;
- it simply feels easier to say “mainland guests only.”
This is the important distinction: “foreigners are not legally allowed to stay here” and “this hotel does not want to handle foreign guests” are not the same thing.
How to Find Hotels in China for Foreigners
The easiest way is to check the hotel’s guest policy on the OTA before you pay. For most travelers, this is the most reliable practical signal.

Small Hotels, Guesthouses and Homestays
Do not avoid small hotels just because you are foreign.
Some of the best hotels in China for foreigners are actually small independent guesthouses, especially in places such as Dali, Lijiang, Yangshuo, Zhangjiajie, Huangshan, western Sichuan and other hiking destinations. A guesthouse that regularly hosts international backpackers may be much easier for a foreign traveler than a generic chain hotel in a small town.
The point is not:

It is:
small hotel = check first
If the OTA clearly says foreign guests are accepted and recent international travelers have stayed there, great. Book it.
For very small homestays or rural stays, there is one extra question worth asking:

If the answer is a clear yes, great. If you get something vague like “probably,” “it should be fine,” or “ask when you arrive,” we would not pay for a non-refundable room.

What If the Hotel Refuses You at Check-In?
It can still happen, even if you checked beforehand.
Maybe the staff member on duty does not know the procedure. Maybe the information on the OTA is outdated. Maybe the hotel has changed an internal policy.
If the OTA clearly says foreign guests are accepted, show the listing and your booking confirmation to the front desk. Then ask:
Could you please check with your manager?

If the hotel still refuses to check you in, contact the booking platform and explain that the property is refusing a guest with a foreign passport despite its published guest policy. Ask for relocation or refund support.
And one practical piece of advice: do not spend an hour arguing about hotel regulations at midnight.
If they cannot solve the problem quickly, get another room first. Deal with the refund tomorrow.
What About Accommodation Registration?
If you are staying in a normal hotel, this part is easy. The hotel handles your accommodation registration as part of the check-in process. Bring your physical passport.
You normally do not need to check into a hotel and then go to a police station yourself. The National Immigration Administration states that hotels register the accommodation information of foreign guests staying with them (National Immigration Administration).
The 24-hour registration rule becomes more relevant when you stay somewhere other than a hotel, for example with a friend, family member, or in certain private accommodation.
Since March 20, 2026, online registration for eligible non-hotel stays has been piloted in Hebei, Liaoning, Zhejiang, Hubei, Guangxi, Chongqing and Sichuan. Eligible travelers or hosts can use official NIA channels including the NIA 12367 app and related mini programs (China Government Network).
